§ Mr. Farrasked the Under-Secretary of State answering in respect of the Arts if he will introduce legislation to prohibit the display of anti-Government propaganda in public libraries and other similar establishments.
§ Mr. Waldegrave[pursuant to his reply, 3 February 1984, c. 392]: My noble Friend has no plans for legislation on this subject. He appreciates that displays in public libraries can occasionally give cause for concern, but he has power to direct authorities only when they are not fulfilling their legal obligations.
