Mr. Leighton

asked the Secretary of State for Education and Science whether it remains the policy of Her Majesty's Government that full-time and sandwich courses in public sector higher education are provided at the greatest economic efficiency and with the maximum educational benefit when they are concentrated in major institutions.

Mr. Brooke

The Government believe that improvements in efficiency and educational effectiveness can, without detriment to student access, often be achieved by concentrating full-time and sandwich higher education provision in major institutions. Such a policy will not, however, be appropriate in all cases: how and where it might be applied within local authority higher education is under examination by the National Advisory Body.
