§ Mr. BrookeThe Government believe that improvements in efficiency and educational effectiveness can, without detriment to student access, often be achieved by concentrating full-time and sandwich higher education provision in major institutions. Such a policy will not, however, be appropriate in all cases: how and where it might be applied within local authority higher education is under examination by the National Advisory Body.
