asked the Secretary of State for the Environment what is the total value of discounts given to council tenants through sales of council dwellings under the Housing Act 1980 at less than market value.

Discounts totalling £2.9 billion were allowed on the market value of dwellings sold by English local authorities and new towns from October 1980 to September 1983. Figures are not available separately for sales under the right-to-buy provisions of the Housing Act 1980.
