asked the Secretary of State for Scotland how many pensioners died from causes associated with hypothermia in the years 1979–80 to 1982–83, respectively, in Scotland to the latest available date.

Discussions are currently taking place with Tayside regional council about the provision of a wartime emergency centre at Baldinnie reservoir, Coupar, Angus, at an estimated cost of £360,000.

asked the Secretary of State for Scotland if he will list, by regional council, the number, location, estimated cost and date of approval of provision or construction of nuclear emergency centres since 1980.

Borders regional council obtained approval in March 1982 for the adaptation of its wartime emergency centre at Newtown St. Boswells at a cost of £28,500. In addition, Orkney Islands council was given approval in August 1982 for the provision of a wartime emergency centre at Kirkwall to cost £12,500. Before the Civil Defence (General Local Authority Functions) (Scotland) Regulations 1983 came into operation on 1 December 1983, there was no statutory obligation on local authorities in Scotland to provide emergency centres.
