asked the Minister of Agriculture, Fisheries and Food if he will give details of the wine settlement agreed at the last meeting of the European Community Heads of Government; and what safeguards have been incorporated to protect the position of British producers of synthetic alcohol.

Details of the wine settlement were laid in the Library of the House on 10 December. There will be no change in the existing provisions protecting synthetic alcohol producers, but the introduction of an effective guarantee threshold, a restrictive price policy and aids for grubbing up vineyards will have a significant effect on the wine surplus and reduce the output of wine alcohol.
