asked the Secretary of State for Wales if he will provide a breakdown by county in Wales of the percentage of the total quota relinquished under the dairy produce quota scheme and the percentage reallocated, using the latest available data.

To date 17.9 million litres of quota have been surrendered in Wales under the outgoers scheme. Reallocation of quota will not take place until the purchase of 2.25 per cent. of the England and Wales quota has been completed. Figures are not available on a county basis.

asked the Secretary of State for Wales how many applications to the outgoers scheme in relation to the dairy produce quota scheme in Wales he has received to date; how many have been approved; and at what cost.

708 applications to join the outgoers scheme were submitted in Wales. So far offers have been made to 639 producers and of these 207 have accepted surrendering some 17.9 million litres of quota at a cost of around £2.3 million over five years.

asked the Secretary of State for Wales how many exceptional hardship applications he has received to date relating to the dairy produce quota scheme in Wales; and how many he has approved.

994 exceptional hardship case claims were received in Wales. These are currently being considered by the dairy produce quota tribunal for England and Wales.

asked the Secretary of State for Wales how many applications he has received for a second quota relating to the dairy produce quota scheme in Wales; and how many have been approved at the latest date.

4,736 special case claims for secondary quota were received in Wales. These are currently being considered by the dairy produce quota tribunal for England and Wales.

asked the Secretary of State for Wales what has been the total milk quota relinquished to date in Wales under the dairy produce quota scheme; and how this compares as a percentage of the total dairy production for the period concerned.

Acceptances of offers made under the outgoers scheme amount to 17.9 million litres in Wales to date (7 December 1984). Milk production in Wales for the period April to October 1984 is provisionally estimated at 984.5 million litres.

asked the Secretary of State for Wales how many applications have yet to be dealt with under the dairy produce quota scheme for Wales in the following categories: (a) the outgoers scheme, (b) the exceptional hardship scheme and (c) the second quota scheme.

In Wales 167 producers have yet to accept or decline the offer to join the outgoers scheme, and 69 producers have not yet been invited to join the scheme. The dairy produce quota tribunal are currently considering the 994 exceptional hardship case claims and the 4,736 special case claims submitted in Wales.

asked the Secretary of State for Wales how many more applications he expects to approve under the dairy produce quota scheme for Wales in the following categories: (a) the outgoers scheme, (b) the exceptional hardships scheme and (c) the second quota scheme.

The intention of the outgoers scheme is to buy in 2.25 per cent. of the total England and Wales quota, and we shall continue to make offers until this target is achieved. No estimates can be made of the outcome of special case and exceptional hardship case claims currently being considered by the dairy produce quota tribunal.

asked the Secretary of Wales if he will make a statement on the basis on which judgments for approval are made under the dairy produce quota scheme in the following categories: (a) the outgoers scheme, (b) the exceptional hardship scheme and (c) the second quota scheme; and if he will include any revisions which have been made to the basis for these judgments since its inception.

Under the outgoers scheme priority is being given to the smaller producer who depends mainly upon dairying for his basic income. Exceptional hardship and special case claims are determined by the dairy produce quota tribunal in accordance with published rules of procedure.

asked the Secretary of State for Wales if the initial quota to be relinquished under the dairy produce quota scheme in Wales has been revised.

asked the Secretary of State for Wales what amount and percentage of the total reallocated quota under the dairy produce quota scheme has not been subsequently taken up in Wales, at the latest date; and what procedure he will be following for its further re-allocation.

Purchase of the required 2.25 per cent. of the England and Wales quota under the outgoers scheme must be completed before reallocation can take place.

asked the Secretary of State for Wales if he will make a statement on the exchange system between wholesale and direct sales quota as it is operating in Wales under the dairy produce quota scheme.

Arrangements are in hand to introduce a system of exchanging direct and wholesale quotas. Consultations are taking place with interested parties with a view to setting up this system as quickly as possible and details will be publicised in due course.
