asked the Secretary of State for Education and Science what is the amount which students from overseas have had to pay towards university tuition fees for the current academic year; and how this amount compares with those paid in the academic year 1978–79 and with those paid in every academic year since 1978–79.

The Government's policy is that overseas students who began their courses after 1 September 1980 should pay fees that cover the cost of their education in the United Kingdom. The level of fee is now for universities to decide in accordance with that policy and in the light of their own circumstances. Universities have in general charged the minimum fee that has been proposed by the Government or, since 1983, recommended by the University Grants Committee. The minima that have applied from time to time are as follows.
