Mr. Hickmet

asked the Secretary of State for the Environment how much is in the balances, capital receipts fund, repairs and renewals fund and any other similar fund of Humberside county council; from whence those resources come; and how much has come from underspends on budgets in previous years, giving each years figures since 1981.
