Mr. Marlow

asked the Prime Minister if Her Majesty's Government will make it their policy not to agree to make any major loan to the European Economic Community until it has been debated and agreed to by the House.

The Prime Minister

No formal proposal has been received. But it is normal Government policy not to agree to any new proposal from the European Commission until the Committee on European Legislation has had an opportunity to consider and report on the relevant documents and to recommend whether they should be further considered by the House.
