§ Mr. RifkindThe Lisbon conference has made a useful contribution to the debate on the relationship between the developed and developing countries. Europe undoubtedly has an important role to play in working with all other countries to find solutions to the problems faced by many632W developing countries. We welcome the spirit of the Lisbon declaration but cannot agree with all of its analysis or proposals. We shall continue to study it.
