§ Mr. RifkindAs a signatory of the Helsinki final act, we are in favour of increased contacts between United Kingdom citizens and those of Warsaw pact countries. Subject to considerations of national security, there are no obstacles to such contacts from the British side. We give financial support to numerous cultural and academic exchange schemes with those countries.
