§ Mr. Gordon Brownasked the Secretary of State for Scotland whether the terms of reference of the A. D. Little study into safety risks at Mossmorran and Braefoot bay included a full investigation into the risks involved in situations where ships are moored at or in the vicinity of the jetty.
§ Mr. AncramThe relevant condition attaching to the grant of planning permission for the Mossmorran and Braefoot bay facilities required full independent hazard and operability audits of the plants to be undertaken, the intention being that all associated risks should be examined. I am satisfied that the risks involved in situations where ships are moored at, or are in the vicinity of, the Braefoot bay terminals have been fully examined in the hazard and operability audits, the separate risk assessment of the proposed shipping movements in the Firth of Forth and at Braefoot bay and the study of the possible hazard effects of radio transmissions undertaken in accordance with the requirements of a separate condition attaching to the grant of planning permission.
