asked the Secretary of State for the Environment what is the estimated cost of the tenants exchange scheme for 1983–84; how many inquiries it receives; and how many of these inquiries result in successful exchanges.

The estimated total Exchequer expenditure in 1983–84 on the operation of the tenants exchange scheme was about £186,000. In the first three months of 1984, on average about 680 registrations a week were processed. Information provided by councils about the scheme in their housing investment programme submissions last year was incomplete, but of those which did respond, 173 English councils reported that they made about 4,000 re-lettings in 1982–83 to tenants who had exchanged with the help of the scheme.
