asked the Secretary of State for Transport if he will issue guidance to coach operators about safety on the roads and, in particular, to advise against the practice of some drivers using hand-held microphones while driving.

I take every suitable opportunity of reminding coach operators of the importance of safe operation and in particular of the need to observe speed limits. The conduct of coach drivers, including talking by them, is governed by the Public Service Vehicles (Conduct of Drivers, Conductors and Passengers) Regulations which date from 1936 and are currently under review.
