§ Mr. GowAll members of water authorities are appointed for the contribution they can make to the authority not to represent particular areas or interests. The chairman of the Yorkshire water authority was appointed following a public advertisement of the post. The other members were appointed after discussions with the present and the former chairmen. I do not intend to enlarge the membership.
