asked Her Majesty's Government:

Whether newspapers circulating in Scotland are now free to follow the example of those newspapers circulating in England which on 17th February 1983 published photographs of Dennis Nilsen handcuffed to two detectives, and to publish in Scotland photographs of persons accused of murder, allegedly committed in Scotland, without risk that the Lord Advocate will petition the High Court of Justiciary to treat such publication as a contempt of Court.
