asked the Secretary of State for Transport if, in view of the statements by some police officers that it is virtually impossible at night to ascertain whether or not motorists are wearing seat belts, he will propose amendments to the regulations designed to assist the police in enforcing the law relating to the wearing of seat belts.

No. My right hon. Friend has received no request from the Association of Chief Police Officers for any changes in this respect.
