§ Mr. MacfarlaneThe Government's general policy in relation to green belts remains as set out in paragraph 5 of circular 22/80. That is to say they continue to attach great importance to their use in containing the sprawl of built up areas and safeguarding neighbouring countryside from encroachment. There must continue to be a general presumption against any inappropriate development within them.

§ Mr. MacfarlaneAgriculture is a natural use of land within green belts. It is accordingly appropriate that within them permissions should be given, subject to particular siting considerations, for development necessary for agricultural purposes. I am satisfied that this is compatible with maintaining effective green belts.
