Mr. Robert Hughes

asked the Secretary of State for Foreign and Commonwealth Affairs if he will publish in the Official Report the details of the restricted diplomatic immunities enjoyed by Warrant Officer Klue, formerly staff member of the South African embassy; and if he will list the names of all administrative and technical staff in the embassy covered by similar restricted immunity.

Under the provisions of articles 31 and 37 of the Vienna convention on diplomatic relations, which are scheduled to the Diplomatic Privileges Act 1964, members of the administrative and technical staff of diplomatic missions enjoy immunity from criminal jurisdiction. They also enjoy immunity from civil and administrative jurisdiction for acts performed in the course of their duties.

The names of the administrative and technical staffs of diplomatic missions are provided on the understanding that they are not for publication. I regret therefore that I cannot provide the further information sought.
