§ Mr. Bruce-GardyneThe object of the changes my right hon. and learned Friend the Chancellor of the Exchequer announced on 17 February was to promote increased use of private contractors by Government Departments and health authorities where it is cost-effective for them to provide services. This will lead to real savings, but I cannot predict in advance how large the savings will be. In themselves the changes have a neutral effect on the public sector borrowing requirement by reducing VAT revenue and public expenditure by equal amounts, the size of which will depend on how extensively private contractors are used.
