§ 54. Mr. Sainsburyasked the Secretary of State for Foreign and Commonwealth Affairs what progress has been made at the conference for security and co-operation in Europe review conference in Madrid since the resumption of talks in November.
§ Mr. HurdThe Western participants in the conference have tabled and explained their case for a package of proposals which we would wish to see incorporated in any concluding document. A difficult period of negotiation lies ahead, but we continue to hope that it will be possible to reach a positive conclusion.
