§ Mr. Campbell-Savoursasked the Secretary of State for the Environment whether he will reconsider the advice given in circular 29/82 and allow the cost of enveloping schemes to be taken into account as part of the indicative figure for grants set out in the 1983–84 housing investment programme allocations for local authorities.
§ Mr. StanleyThe advice to which the hon. Member refers was not given in circular 29/82, but paragraph 16 of the Department's 1983–84 HIP allocation letter dated 25 November—a copy of which is in the Library—makes clear that the indicative figure given to each local authority for 1983–84 relates only to spending on home improvement grants. We have no present plans to alter the basis of the indicative figures.
