§ Sir John Biggs-Davisonasked the Secretary of State for Foreign and Commonwealth Affairs if he will list the persons provided by the Overseas Development Administration, or otherwise, to assist the authorities in Grenada; if he will ensure that Her Majesty's Government in the United Kingdom will continue assistance to the Governor-General of Grenada and his administration in the restoration of constitutional government through free elections; and if he will make a statement about all forms of United Kingdom aid to Grenada.
§ Mr. RaisonOn 28 November we offered to provide up to a total of £750,000 to Grenada to meet immediate development needs. Of this sum £650,000 will be allocated to capital assistance and £100,000 to technical co-operation requirements including training. Furtherassistance will be considered in the light of longer term needs.
To date the only technical co-operation appointment made under these arrangements is for the post of police adviser. Following an initial short term assignment Mr. Brian Graves will take up a one-year appointment resident in Grenada from January 1984. Other requests for police advice are in the pipeline.
In addition to technical co-operation assignments, the British development division in the Caribbean is providing advice to the interim administration on police reorganisation and on the content of a development programme, as a result of which specific further requests are expected. Within the limits of our resources, we stand ready to respond to requests for assistance in administration and the holding of elections, although we have not yet been asked for such help.
