§ Mr. WaldegraveIt would not be appropriate for my right hon. Friend to intervene in negotiations between a local authority and private contractors. In our White Paper, "Streamlining the Cities" (Cmnd. 9063), we have, however, made clear the importance of ensuring that satisfactory arrangements — including provision for appropriate new investment — are maintained for the disposal of waste.
