§ Mr. LuceWe voted for United Nations Security Council resolution 540 which calls upon the belligerents to cease immediately all hostilities in the region of the Gulf. We hope both Iran and Iraq will observe the terms of the resolution, and in particular make use of the Secretary-General's good offices in another attempt to secure a negotiated end to the war.
