§ Dr. BoysonThe guidelines issued by the Manpower Services Commission to local education authorities say that the resources it is making available are intended to defray costs over and above what would otherwise have been spent on the education of the young people concerned. These guidelines do not prohibit authorities from using rate funds, but they also encourage authorities to explore other sources of finance, for example from local industry.
