HL Deb 25 April 1983 vol 441 c795WA
Lord Hylton

asked Her Majesty's Government:

What examination was made of the methods and experience of Commonwealth countries and of European countries which have ratified the European Convention on Human Rights, during the preparation of the Police and Criminal Evidence Bill; whether the examination was in any way limited, and if so, why.

Lord Elton

The Royal Commission of Criminal Procedure, on whose recommendations the Bill is principally based, undertook an extensive programme of visits abroad, including to Commonwealth countries, and to European countries which have ratified the European Convention of Human Rights. No special further examination was made of the situation elsewhere although, during the preparation of the Bill, full account was taken not only of the Royal Commissions's experience but also of other material which was acquired or became available.
