asked Her Majesty's Government:

Why prison governors are still sending Form No. 1095 to persons wishing to correspond with prisoners, informing them that "normally you may only write to a convicted prisoner in reply to a letter received from him", contrary to the provisions of Standing Order 5 paragraph 23, and whether they will instruct governors to discontinue use of this form.

Form 1095 is no longer accurate and action has been taken to secure its withdrawal.
