§ Mr. EyreWe have recently consulted the local authority associations and other interested bodies about the implementation of lorry action areas but it is too early to say which areas will qualify for designation. Full implementation will require new statutory powers for highway authorities to provide noise insulation but, in order to provide early relief in the worst affected areas, local authorities were invited to submit proposals in their transport policies and programmes for 1983–84, using their existing powers. My right hon. Friend has already announced that he hopes to accept some 60 schemes.
