§ Mr. David HowellWe supported the Commission's proposal for 20 per cent. increase in the EC road haulage quota at the Council of Ministers last December, but the Council could only agree on an increase of 5 per cent. for most member States. I shall continue to make every effort to improve on this disappointing outcome.
