asked the Secretary of State for Employment whether he will seek to amend existing legislation to require a trade union to undertake a postal secret ballot of its membership to establish whether they wish to strike or not when a strike call is made and to render the result binding.

My right hon. Friend has no plans to do so at present. Consultations on the Green Paper "Trade Union Immunities" showed that the majority of employers were against mandatory strike ballots, not least on grounds of practicability.
