§ Mr. EyreThe main factor is the need to protect pedestrians and cyclists from being run over by a lorry's rear wheels while the practical need for drivers and operators to have access to the underside of the lorry is met. The detailed specification owes much to practical experiments undertaken by the Motor Industry Research Association in collaboration with the Transport and Road Research Laboratory, and to advice from manufacturers and users.
