asked the Secretary of State for Social Services which groups of public service employees will not necessarily be subject to the 4 per cent. pay norm in the coming pay round.

As was made clear in my right hon. and learned Friend's statement on 15 September, the pay and prices factors mentioned in the statement provide a framework for further ministerial decisions to be taken later.
