asked the Secretary of State for Social Services what rules operate for social security assistance to British citizens arriving in the United Kingdom who possess assets which are frozen in another country and therefore not available to support them.

Mrs. Chalker:

The rules regarding the treatment of resources of British citizens arriving in the United Kingdom are the same as those for people who are ordinarily resident in this country. Assets which they possess which are frozen in another country and not therefore available to them would not be taken into account in determining supplementary benefit entitlement. Decisions on individual claims are of course the responsibility of the independent adjudicating authorities, the supplementary benefit officer in the first instance. If my hon. Friend has a particular case in mind and would like to let me have the details, I should be pleased to arrange for it to be looked into.
