Mr. Pavitt

asked the Secretary of State for the Environment if he will accede to the request of the London borough of Brent for adequate funds to meet the needs envisaged in the housing investment strategy programme.

Sir George Young:

My right hon. Friend will certainly make an allocation to Brent, as to other local authorities, for its housing investment programme which is related to its housing needs and which takes into account the council's proposed strategy for meeting those needs. Since local authorities are now able to augment their allocations with capital receipts, and given the continuing need to contain public expenditure, the council should not expect its allocation to be sufficient for the substantially expanded programme it has put forward.
