Mr. Kilroy-Silk

asked the Secretary of State for the Home Department what research there is available to him which supports the theory that sending juvenile offenders to institutions with physically demanding regimes acts as a deterrent (a) on the juveniles sent there or (b) on others; and if he will identify the individual research studies.

There is a considerable body of research on the effectiveness of sentencing but we are not aware of research specifically dealing with this particular point. The evaluation programme which is part of the tougher regime pilot project in a number of detention centres will, however, compare the nature and measurable effects of the regime of those centres with that of other detention centres. The results of the evaluation will not be available before 1983.
