§ Dr. BoysonLocal authorities, in the exercise of their functions, under the Education Acts and the Chronically Sick and Disabled Persons Act 1970 respectively, have duties and powers to provide aids to assist the education of handicapped pupils and students. Health authorities and the Department of Health and Social Security may also provide aids to handicapped pupils and students for general purposes which would also assist them in
