asked the Secretary of State for the Environment if he will publish a table showing the level of rent at which a single person and a married couple, respectively, were eligible for rent and rate rebates in each of the last five years.

The following tables show the rent and rate levels in England and Wales at which rebate becomes or is payable for a single person, and for a couple with no children, at different levels of income. The tables assume a non-earning spouse.

Entitlement to a rent or rebate is determined by the applicant's gross income, the rent/rates payable, and the "needs allowance" appropriate to the household type.

For 1977, 1978 and 1979 the rent/rate level at which rebate becomes payable is the same whether or not the applicant was a wage earner in the household. In November 1979 an earnings disregard was introduced for those in work, and therefore two rows are shown for 1980 and 1981. The rows marked in italics show the rent/rate level for those households with one wage earner and the unmarked rows show the levels for households without a wage earner.
