asked the Secretary of State for Transport if he will seek to require a fully comprehensive insurance policy to be brought in for all classes of powered road vehicles.

No. Insurance against liability for personal injury is already required for all classes of motor vehicles other than invalid carriages under 5 cwt. I am not satisfied that there is any case at the moment for extending by law the extent of compulsory insurance cover. If my hon. Friend has a particular problem in mind and will write to me, I will look into it.
