asked the Secretary of State for Employment what is the proportion of operatives to other workers in manufacturing industry; what has been the increase in productivity in each case since May 1979 in terms of output per head and output per person hour; and whether he expects the increase in productivity of non-operatives to catch up with that of the operatives and over what period.

In October 1980, the latest date for which figures are available, operatives made up 70 per cent. of all employees in manufacturing industries. Since it is not possible to apportion output between operatives and other workers, the productivity of the two groups cannot be compared.
