asked the Secretary of State for the Home Department why his Department has failed to answer the request from the Richmond-upon-Thames council in early May for advice on revisions to byelaws in Richmond; and if he will make a statement.

Mr. Raison

Richmond-upon-Thames council wrote to the Department in early May with a draft series of byelaws to regulate commons and a draft series to regulate parks and open spaces in the borough. A number of the proposals raised difficult questions of drafting and powers which needed time for their consideration. We have now sent the council comments on the draft byelaws for commons and hope to send comments on the byelaws for parks and open spaces shortly.
