asked the Lord Privy Seal what contributions of aid Her Majesty's Government are currently making, both bilaterally and through multilateral agencies and through voluntary agencies, in the worsening situation in Karamoja, Uganda.

Last year we contributed directly more than £600,000—mainly through the United Kingdom voluntary agencies—and indirectly through multilateral channels such as European Community food aid and emergency aid towards the international relief effort, which did much to stabilise the situation in Karamoja in the later months of 1980. The agreement for the latest European Community emergency aid donation—2 million European units of account—for the drought-affected areas of Uganda was signed on 31 December; the United Kingdom share of this will be over £200,000. We contribute regularly to the budgets of the various multilateral organisations, such as the World Health Organisation and UNICEF, which continue to provide assistance there. We will continue to pay close attention to the situation in Karamoja.
