Mr. David Steel

asked the Secretary of State for Social Services what representations he has received calling for the introduction of a blind allowance; and whether he has any plans to introduce such a benefit.

Mr. Prentice:

Since the beginning of August more than 30 representations have been received advocating the introduction of a special allowance for blind people. While we recognise the problems faced by blind people, resources are not at present available to finance new cash benefits.
