Mr. Hooley

asked the Secretary of State for Trade if he will introduce surveillance licensing for imports of special steels to ensure that imports from outside the EEC do not make a nonsense of the quotas for production already agreed within the EEC.

Mr. Parkinson

Both Her Majesty's Government and the European Commission fully recognise that the cutbacks demanded of Community producers must not be undermined by excessive imports from third country suppliers. The Community's surveillance system already in operation for imports from these sources helps the Commission and member States to monitor trends and to pinpoint potential sources of difficulty.
