Mr. Hooley

asked the Lord Privy Seal if Her Majesty's Government will take action in the United Nations Organisations to support the proposal made by West Germany that the United Nations Organisation should set up a register of how much every industrial country spends per head of population on arms and how much on development assistance.

Her Majesty's Government welcome this idea in principle. For such a register to be meaningful there would, of course, need to be an agreed basis for comparing reported military expenditure, a matter on which work is going on separately under United Nations auspices.
