§ Mr. FowlerIt is important that the many years of uncertainty and blight caused by the proposal to extend the M23 into London are brought to an end. I am, therefore, taking the necessary steps to abandon this motorway project. I have carefully considered the case both for a short relief road and for a longer relief road to Mitcham. But I consider that neither is justified, in view of the cost and the serious effects on the environment, including loss of houses. Instead, together with the local authorities concerned I shall be considering if any further improvements can be undertaken to the A23 route.
