asked the Minister of Transport when he intends to announce his proposals for dealing with traffic to and from the M23 at Hooley.

It is important that the many years of uncertainty and blight caused by the proposal to extend the M23 into London are brought to an end. I am, therefore, taking the necessary steps to abandon this motorway project. I have carefully considered the case both for a short relief road and for a longer relief road to Mitcham. But I consider that neither is justified, in view of the cost and the serious effects on the environment, including loss of houses. Instead, together with the local authorities concerned I shall be considering if any further improvements can be undertaken to the A23 route.
