asked Her Majesty's Government:

What is their policy regarding thermal insulation standards for housing and if they will state the assumptions made regarding future trends in energy costs on which these standards are to be based.

The Government will take a decision shortly about the level of thermal insulation standards for housing to be required in the Building Regulations. The proposals contained in the recent consultation letter assumed that the price of fuel would at least double in real terms by the year 2000.
