§ Mr. Strangasked the Minister of Agriculture, Fisheries and Food whether an EEC member State requires a decision of the EEC Council of Ministers to adjust its green rate; and if so, whether such a decision requires a qualified majority.
§ Mr. Peter Walker"Yes", to both questions. But, as I explained in my statement to the House on 31 March, the Council has agreed, on our insistence, that any member State may ask for a reduction in negative MCAs and that agreement to such a decision should be independent of agreements on matters of another nature.
