§ Mr. WhitelawWhen, as the Privy Councillor primarily concerned with the affairs of the Channel Islands, I advise the Privy Council whether the Royal Assent should be given to legislation which has been passed in the States of Jersey or Guernsey, I take into account such considerations as whether it affects the Royal Prerogative; whether it might have unacceptable repercussions outside the islands or might breach international commitments; and whether it might infringe the basic principles of good legislation or good government.
