asked the Secretary of State for Social Services what recommendations the National Insurance Advisory Committee has made on the extension of the title to invalid care allowance to non-relatives; and what response he proposes to make.

In its report published today, " Report of the National Insurance Advisory Committee on the Question whether there is a case for extending title to invalid care allowance to any specific category of non-relatives ", Cmnd. 7905, the committee recommends that invalid care allowance should be extended to non-relatives but that no priority should be given to extending title to cohabiting men.

We accept the committee's recommendations in principle. However, any decisions on implementation must be taken in the context of the continuing need to restrain public expenditure and in the light of the resources likely to be available for expenditure on social security benefits in the forward years.
